Surface letter and letter package rates to all UPU countries was five cents for the first ounce and three cents for each next ounce from October 1, 1907 until November 1, 1953. A letter or package weighing over two, up to and including three, ounces would cost eleven cents during that period.

This cover, sent in 1942, included some sort of lightweight book. It was marked "First Class," but that did not have any significance in foreign-bound mail. It would have indicated that this was inceed a surface letter package, though.
