Fourth class use - first pound rate

There were several first pound Zone and time combinations that cost twelve cents.

The envelope above was sent within Zone 1 for twelve cents, which would date it between January 1, 1949 and October 1, 1951.

This cover has a 1949 postmark, and the presence of a merchandise label with no indication that it was to go first class would indicate it weighed between 8 and 16 ounces and was sent fourth class. (Twelve cents is too much postage for a weight of 8 ounces or less to keep it third class.) It, too, was sent within Zone 1.
