The special delivery rate for first class matter weighing up to and including two pounds was set at thirteen cents from November 1, 1944 to January 1, 1949..

This penalty mail cover was sent by the OPA office in Philadelphia special delivery to Allentown in April of 1946. It appears to have been partially burned at left, but there is no indication that this happened before delivery.
