The Thirteen-cent Prexie

First class postage was three cents per ounce from July 6, 1932 until August 1, 1958, and the charge for special delivery for two pounds or less was ten cents from July 1, 1828 until November 1, 1944.
This cover enclosed newspaper copy and was sent from New York to Wheeling, West Virginia in 1938. Oddly enough, it was not cancelled until it arrived in Wheeling.
