The charge for business reply mail was one cent per piece, plus postage from October 1, 1928 until July 1, 1957.
This envelope was the one on top of several and received a fourteen-cent stamp paying for four pieces of mail, two of which were charged three cents postage and two of which were charged two cents - either drop rate letters or post cards. With the four cents for four pieces of mail the total charge comes to fourteen cents.
