The Fifteen-cent Prexie

The fee for no indemnity and indemnity up to and including $5 was fifteen cents from July 1, 1928 until March 26, 1944. Any registered mail within these limits sent free in a penalty envelope during this time could be franked with a solo fifteen-cent Prexie.

The Postal Bulletin of July 10, 1942 stated that registered mail could not be free franked by members of our military or naval forces. This example, from someone serrving in the Navy, was allowed to go through in 1943.
