The rate for a first-class non-local letter was three cents from July 6, 1932 until August 1, 1958, and the fee for special delivery was fifteen cents from January 1, 1949 to January 1, 1952. Thus, from January 1, 1949 until January 1, 1952 the cost of a special delivery first-class letter was eighteen cents.
