This cover was sent registered at twice the carrier drop rate in 1944. This would have been legitimate if a letter from Minneapolis had been allowed the drop rate when sent to Saint Paul. This bears further research, but it is possible.
The postage used breaks down as twice the two-cent carrier drop rate plus fifteen cents registry.
