A single-piece fourth class rate of one-and-one-half cents per pound for books weighing over two ounces and having more than 24 pages was in effect from November 1, 1938 until July 1, 1942.
This mailing of a prayer book weighs almost four ounces, so could not have been sent as anything but fourth class during the period noted above, as it weighed too much to have been sent for one and one-half cents as regular third class.
