The Twenty-four-cent Prexie

Official penalty mail, Congressional free franked mail and some consular and diplomatic mail that was sent without postage from March 26, 1944 until January 1, 1949 could have been registered for twenty cents with return receipt requested for an additional four cents. This does not apply to official penalty mail sent from Washington, D.C., as that could be registered for no charge.

This cover was sent registered, return receipt requested from the New York office of the OPA in June of 1944.
