The UPU surface letter rate was five cents from July 1, 1875 until November 1, 1953. Foreign registry cost twenty cents from February 1, 1945 to January 1, 1949. The return receipt fee was five cents from April 1, 1879 until November 1, 1953. The total would have come to thirty cents from February 1, 1945 to January 1, 1949.

This cover was sent surface mail to England, registered, with return receipt requested, in December, 1947.

Sent surface rate from an APO in France in 1945, this registered, return receipt requested cover addressed to England used the same rates as if it had been sent from the United States.
