Motion picture film was included under the fourth class library rate July 28, 1953. From January 1, 1949 until January 7, 1968 library rate postage was four cents for the first pound and one cent for each pound or fraction after that. The "31" figure on this insert card probably refers to a weight of 3.1 pounds, which would have resulted in postage of seven cents.

The fourth class special book rate was three cents per pound From July 1, 1942 until January 1, 1949. A one cent surcharge with a one cent minimum was in effect from March 26, 1944 until January 1, 1949.

This package would have weighed between one and two pounds. A one cent surcharge would have brought the postage to seven cents.
