Airmail in the U.S., surface beyond

Airmail service in the continental U.S. to the exchange point and surface rate from there to a full-rate UPU country was eight cents for the first ounce from June 21, 1938 through March 25, 1944. The rate became eight cents per ounce to all UPU countries from March 26, 1944 until October 1, 1946.

This cover was sent to the daughter of President Woodrow Wilson in India in 1941. It went by air from New York to the West coast, then by surface.
