Fourth class use, Zones 1 and 2

The fourth class parcel post rate was eight cents for the first pound sent to Zones 1 and 2 (up to 150 miles radius) from October 1, 1932 until January 1, 1949. However, a 3% surcharge with a minimum of one cent was in effect from March 26, 1944 to January 1, 1949.

This portion of a wrapper comes from a package sent from Albany to Chatam, New York, roughly 31 miles, a Zone 1 distance. It apparently weighed a pound or less and was mailed in 1947, which would make the postage eight cents plus a one-cent surchage.
