A third class printed matter bulk mailing. The phrase "Sec. 562, P. L. & R." to the right of the stamp was used from October 1, 1932 to February 25, 1949, and the minimum charge per piece was one-and-a-half cents from July 1, 1952 until January 1, 1959. The envelope would have to have received the meter imprint at least three years prior to July 1, 1952 and then been uprated by addition of the precancelled stamp for use sometime after that date, or the weight of the contents was enough to require additional postage when mailed earlier. The distortion of the envelope flap, visible as projecting above the cover, may indicate the second possibility.
