Use to uprate a stamped envelope

A third class printed matter bulk mailing made in 1953, according to a backstamp on the envelope. The phrase "Sec. 34.66, P. L. & R." to the right of the stamp was used from February 25, 1949 to July 1, 1954, and the minimum charge per piece was one-and-a-half cents from July 1, 1952 until January 1, 1959. The envelope would have been mailible for one cent prior to July 1, 1952 and was uprated by addition of the precancelled stamp for use in 1953.
